Those restaurants, however, are very few and far between. Most need a few months to work the kinks out. Some may need even longer and aren’t prepared when our reviewers sweep through with their critical eyes and high expectations.

The reasons vary. Maybe there was an early change in chefs. Perhaps it was a complicated dining concept that took a while to iron out. They could have been unavoidably understaffed.
